Canada is a confederation of 10 provinces and 3 territories. There are three levels of government. The federal and provincial levels were constituted under the British North America Act of 1867 (revised by the Constitution Act of 1982). Powers and responsibilities are assigned by these acts. Provincial governments may create municipalities, to which they may delegate some or all of their powers and responsibilities.
